Implementing strong customer authentication – Customer’s journey and Merchant readiness

Key Agenda topics addressed included:

FCA focus: Ensuring that the implementation of SCA does not lead to significant disruption to consumers and businesses;

EBA published opinion: Help in ensuring that UK market delivers as soon as possible, and no later than in 16 months from now;

Merchants’ readiness: Issuers and acquirers have to do front load and front end development and communicate their changes and timings to merchants;

Finding a sensible way forward for customers who can use SMS one time passcodes;

The FCA have been clear with issuers that we need to support ways of authenticating customers who may not be able to use a mobile phone; and

Challenges of getting entities in the ecosystem who aren’t regulated on board with SCA.

Biography

Alex set up the new Consumer Distribution Policy Department in the FCA in October 2018 and is responsible for policy development across Banking, Payments, Mortgages, General Insurance and Claims Management Companies. Particular challenges include the successful implementation of Strong Customer Authentication, increasing innovation in Payments and the desire to help facilitate Open Finance in the UK. He joined the FCA in 2014 and has been working on a variety of policy and strategy roles including leading the team developing the FCA’s Mission. Alex started working life as an economist before moving to a policy focus at the Association of British Insurers where he led their work on the Retail Distribution Review.

Biography

Previously a consultant specialising in payments, Chris has been leading Virgin Money’s payment strategy for the past 5 years – overseeing the move to MasterCard debit card issuing and payment scheme direct participation through a pioneering cloud hosted aggregator.
Chris is passionate about the opportunities presented by open banking and PSD2 – he’s responsible for both the compliance with and exploitation of PSD2 & open banking for one of the largest “non CMA9” banks – shaping the strategy to comply with the best outcomes for customers.
